The final report gave a grade and recommendation for each market segment in each sub-region based on its viability, proximity, and fit.

Clare Singleton, PE, PMP, MCSE, MBA

Prior Work Experience

Clare worked 18 years in various engineering and management capacities at the California Department of Transportation (Caltrans). In her final post she was as the Statewide Partnering Program Manager tasked with revamping and revitalizing the dwindling program. Through her efforts the program became the model of partnering best practices for horizontal projects, according to the International Partnering Institute.

In 2009, Clare moved to the private sector with SKANSKA USA Civil West as a Business Development Manager. The main purpose of this assignment was to help the regional operation transition into alternative delivery procurement. She investigated opportunities, advised on pursuits, and developed new business processes. She did research and made contacts in a broad range of heavy civil market segments: highway/bridge transit/rail, water/wastewater, ports/marine, federal, etc.

In 2012, Clare advanced to AECOM as the US West Highway/Bridge Market Sector Leader, managing a team responsible for over $100 million annually in highway/bridge professional services sales, including planning, environmental studies, preliminary engineering, final design (PS&E), construction management, and program management services. Her territory included 11 offices from San Diego to Washington and Colorado to Hawaii/Guam.
